Nova Scotia has taken a major step toward establishing what organizers describe as North America\u2019s first seaside sanctuary for orcas and beluga whales retired from captivity. In August 2026, the province formally executed a 20-year lease with the Whale Sanctuary Project covering approximately 83.32 hectares of Crown land and coastal waters near Wine Harbour. The agreement includes an option for another 20-year term.<\/p>\n

Unlike a conventional marine-park tank, the proposed sanctuary is designed to provide whales with a large natural saltwater environment while they continue receiving human care. Organizers envision it for animals that have spent much of their lives in captivity and may lack the skills necessary to survive if released directly into the wild. Recent plans indicate the enclosure could accommodate up to 10 orcas or belugas.<\/p>\n

Work on the project is progressing. Electrical service has reached the site, refurbishment of the wharf has begun, and the wharf is intended to support whale-care facilities and installation of the sanctuary’s barrier system. The project previously held a groundbreaking ceremony in June 2026 after years of planning and environmental review.<\/p>\n

The signed lease is an important milestone, but the sanctuary is not yet operating and whales have not yet been moved there. The project still faces additional construction, fundraising and regulatory requirements, including federal Fisheries Department permits. If completed as planned, organizers hope the Nova Scotia site will demonstrate a different long-term care model for captive orcas and belugas that cannot safely return to life in the wild.<\/p>\n","protected":false},"excerpt":{"rendered":"
